HEAD OF SHIP OPERATIONS

Location: Head Office (Hampshire)
Reports To: Operations Director
Qualifications: 2nd Engineer or Chief Mate unlimited (minimum) Chief Engineer or Master unlimited CoC, preferred.
Experience required: Time served as a senior officer (preferably as Chief Engineer). Previous shore based experience in ship / marine operations and / or technical superintendent is essential. Time served on sail training vessels would be an advantage.
Hours: 9am to 5pm Monday to Friday, with occasional ship visits and some international travel, as and when required
Salary: Subject to experience and qualifications

All candidates must have the right to work in the UK and hold either a British / EU passport or unrestricted work visa.

DUTIES:
. To ensure that:
● the Company’s ships operate safely
● relevant (inter-)national rules, regulations, requirements and guidelines are conformed with, monitored, updated, distributed, applied and taken into account both aboard and ashore
● the total ship operation is run to optimum efficiency
● the ships are manned at all times in accordance with our Safe Manning Guide and that all crew hold all necessary certification and are provided with and complete all necessary training
● the ships are maintained such that any instances of the ships being rendered temporarily inoperative are kept to a minimum, if not prevented.
● the ships are kept supplied with adequate spares and stores


PRIMARY RESPONSIBILITIES:

1. Safety Management System/ compliance: supervision of the Marine Manager to ensure that the SMS both ashore and on board managed vessels is effectively implemented and maintained.
2. Governance and reporting: attend ISM management review meetings; member of Ship Management Committee; member of Health and Safety Committee; member of the Emergency Response Team. Report any defects or operational restrictions which may affect the safe operation of the vessels to the Operations Director and Chief Executive. Periodic KPI reporting to the Senior Leadership Team and Board of Trustees.
3. Deputy DPA and Deputy CSO: when the Marine Manager (DPA) is not available perform the duties of Deputy DPA; when the Marine Manager (CSO) is not available perform the duties of Deputy Company Security Officer as detailed in the International Ship and Port Facility Code (ISPS Code) and the Ship Security Plan.
4. Crewing/ rostering:
a. Supervision of Crewing Coordinator to recruit suitably qualified permanent and relief seafarers, arrange joining and repatriation for them and maintain seafarers’ competency, service, training and health records.
b. Recruitment of suitably qualified engineering officers/ relief engineering officers and rotas as required, in conjunction with the Crewing Coordinator.
c. Determine scope of works/ skills required for volunteer workforce.

5. Fleet and maintenance strategy: develop and maintain a strategic plan for continuous maintenance, general & major refits and periodic dry docking.
6. Planned Management System (PMS): administering and maintaining the PMS.
7. Maintenance programming and execution:
a. Work with ships and supervise Technical Assistant to develop specs and scope of works for refits, dry docks, general repairs and ongoing maintenance to assure the maintenance of the ships in a satisfactory operational condition through the provision of programs, based on manufacturers' recommendations and in accordance with international, national and classification standards, always working within the company's policies on safety and the environment;
b. Supervise the Technical Assistant to obtain estimates/ quotations; develop budget; obtain internal approvals; negotiate with contractors and suppliers to obtain best prices/ benefit in kind; and ensure that items essential for the maintenance of vessels are expedited to those vessels without undue delay
c. Supervise/ monitor works to assure completion in a timely and cost effective manner;
d. Ensure that all parties supplying services to managed vessels are reputable and that they are aware of any requirements in order that the vessels' safety and certification is maintained
e. when possible attend dry-docking and periods of major repair
f. Accountable for delivery of works within budget.

8. Technical audits/ inspections: annual inspections to assess the effectiveness of maintenance operations, defect reporting and the state of the vessels.
9. Certification and insurance: ensure adherence to regulations and compliance with Lloyds Register of Shipping (LRS) certification and handle any insurance issues that may arise.
10. Surveys and compliance: record and monitor the survey status of all managed vessels and, where necessary, arranging for such surveys to be carried out.
11. Purchasing, ships supplies and stores: supervise the Technical Assistant in the purchasing of all items, to ensure the ships are equipped with machinery and electrical spares, fuel and lubricating oil; monitoring purchase of spares, consumables and stores.
12. Ports and logistics: supervise the Marine Manager to ensure that berths are organised and available before vessels visit ports, negotiating cost-effective deals on behalf of the Trust as appropriate
13. Navigational publications and charts: supervise the Marine Manager to ensure the provision of nautical charts, publications and any corrections to these, as well as any other statutory publications required, to the ships
14. Budgeting and financial reporting: development of Ship Operations annual budget for approval; preparation of periodic management reports tracking performance against budget; accountable for delivery of Ship Operations expenditure within budget
15. Team leadership: provide mentoring and support to the Ship Operations team. Conduct regular one-to-one’s and manage performance through objective setting and the appraisal process.

Flexibility: Provide advice/support/guidance to other members of the team sharing knowledge and experience and assist with other tasks and/or projects as may reasonably be required.
